Abstract
This Decree regulates and updates Brazil’s official export credit support system by implementing recent amendments to the legal framework governing the Export Guarantee Fund (FGE), the Export Credit Insurance System (SCE), and related export financing mechanisms. Its main objective is to expand and modernize government-backed guarantees for exporters by defining new conditions under which the Union may provide coverage against commercial risks, including operations involving micro, small and medium-sized enterprises, aviation-sector credit, and productive investment projects linked to high-technology industries and the green economy. The Decree also broadens eligibility for direct credit operations and clarifies the scope of guarantees applicable to export-oriented investments and financing activities. A second objective of the Decree is to strengthen the institutional governance and risk-management structure of Brazil’s export support system. It updates the responsibilities of the Chamber of Foreign Trade (CAMEX) and the Committee on Export Financing and Guarantees (COFIG), establishes procedures for setting guarantee parameters and monitoring risks, and aligns several earlier decrees with the reforms introduced by Law No. 15.359 of 2026 and related legislation.
