Abstract
This Law establishes the Export Guarantee Fund (FGE), a federal financial mechanism linked to Brazil’s Ministry of Finance, designed to support and expand Brazilian exports by backing guarantees provided by the government in export credit insurance operations. Its primary objective is to reduce the risks associated with international trade by providing coverage against political, extraordinary, and commercial risks that may affect export transactions. The Fund is endowed with financial resources and assets transferred by the Federal Government and serves as an instrument to strengthen the competitiveness of Brazilian exporters and facilitate access to export financing and insurance. The Law also defines the governance, funding sources, and operational framework of the FGE, including the roles of government authorities in managing guarantees and overseeing the Fund. In addition to supporting traditional export credit insurance, the legislation allows the Fund to cover contractual guarantees related to exports of goods and services, including sectors such as defense products, agricultural products, livestock products, and export-oriented enterprises. More broadly, the Law seeks to promote international trade, encourage economic development through exports, and provide greater security to exporters, financial institutions, and investors involved in export transactions.
Entry into force notes
This Law enters into force on the day of its publication.
