Abstract
This Decree regulates Law No. 19.666 of 2025 on the Agricultural Cooperatives Programme (Coopera Agro SC), by defining its operational framework, governance structure, and financial instruments. The programme is linked to the State Secretariat of Agriculture and Livestock and aims to support rural producers integrated into agro-industrial systems through structured credit subprograms managed by the Regional Development Bank of the South (BRDE). The Decree specifies the roles of key actors—State, BRDE, and investor partners (such as cooperatives and agroindustries)—in financing, implementing, and monitoring credit operations. It also regulates financial instruments such as fixed-income securities used to mobilize private and public capital. The Decree establishes detailed rules on the functioning of credit sub-programmes, including eligibility criteria for investors and producers, operational conditions, guarantees, and risk management mechanisms. It prioritizes investments in productive infrastructure, irrigation, technological modernization, and environmentally sustainable practices. It further creates a governance system through a Management Committee, responsible for monitoring performance, evaluating impacts, and proposing improvements. Additional provisions address fiscal incentives (including ICMS credit transfers), reporting obligations, and accountability mechanisms, ensuring transparency and alignment with the objectives of strengthening the agricultural sector.
