Abstract
This Law establishes the Agricultural Cooperatives Programme (Coopera Agro SC) in the State of Santa Catarina, aimed at promoting the development of the agribusiness sector and strengthening rural producers integrated into agro-industrial systems. The programme primarily operates by expanding access to long-term credit under favorable financial conditions, supporting investments in productive infrastructure, innovation, and sustainability. It targets producers, cooperatives, and agroindustries, with an emphasis on strengthening local production systems, generating employment, and enhancing income in rural areas. The programme is implemented through credit subprograms managed by the Regional Development Bank of the South (BRDE), combining public and private resources under cooperative financing arrangements. It promotes partnerships among the State, financial institutions, and private actors, with mechanisms such as fixed-income securities and co-financing schemes. The law also establishes incentives, including fiscal advantages and credit transfer mechanisms, to attract private investment and ensure the financial sustainability of the programme.
