Abstract
This Decree, consisting of 31 articles divided into eleven Chapters, regulates standards, criteria and procedures related to the participation of water resources civil organizations in the State System for Water Resources Management. The State shall encourage, where appropriate, the creation, implementation and operation of non-profit civil associations, legally constituted and recognized of public utility, through the majority participation of users of water resources, to exercise the functions, competencies and attributions related to the Decentralized Executive Units, referred to in art. 33 of State Law No. 12.726/99, especially in regions that present water resources critical situation.
