Abstract
This Law, consisting of 61 articles divided into 14 Chapters, establishes the State Policy for Water Resources and creates the State Water Resources Management System, as an integral part of the State Natural Resources, under the terms of the State Constitution and the federal legislation. The objectives of the State Policy of Water Resources are: ensure the current and future generations the necessary availability of water in standards of quality appropriate to their uses; rational and integrated use of water resources, including waterborne transport, with a view to sustainable development; prevention and protection against critical hydrological events of natural origin or due to inappropriate use of natural resources.
The general guidelines to implement the State Policy for Water Resources are: a systematic management of water resources appropriate to the physical, biotic, demographic, economic, social and cultural diversities of the various regions of the State; the integration of water resources management with environmental management; the articulation of water resources management with user sectors and with the regional, state and national planning; the articulation of the management of water resources with the control of floods; the integration of river basin management with estuarine systems and coastal areas. The State of Paraná will liaise with the Union and other states in order to manage water resources of common interest.
