Decree No. 24.425 regulating Law No. 14.762 establishing the Young Environmental Agent Programme (AJA).

This Decree regulates the Young Environmental Agent Programme (AJA) established by State Law No. 14.762 of 2024. The main objective of the decree is to promote the social inclusion, environmental education, civic engagement, and professional development of young people through structured participation in socio-environmental initiatives. The programme seeks to strengthen critical thinking, youth leadership, and community participation while encouraging young people to contribute to the transformation of local socio-environmental realities through activities carried out in schools, conservation areas, community gardens, environmental education centres, and other public spaces dedicated to environmental protection and natural resource conservation. To achieve these objectives, the decree establishes the institutional framework, governance arrangements, eligibility criteria, training requirements, and monitoring mechanisms for the programme. It provides for coordinated implementation by the Bahia Secretariat for the Environment, the Secretariat of Education, and the Secretariat for Institutional Relations, supported by a dedicated Management Committee responsible for oversight and strategic direction. The decree targets young people aged 15 to 29 from families registered in the CadÚnico social registry and enrolled in public education institutions, offering monthly financial assistance while requiring participation in environmental training, community-based projects, and reporting activities. The regulation further promotes environmental awareness, professional skills development, social participation, and access to future educational and employment opportunities, while establishing transparent procedures for evaluation, accountability, and public access to programme information.
