Decree No. 37.969 regulating State Law No. 11.578 of 1 November 2021, on the Policy for Reducing Greenhouse Gas Emissions from Deforestation and Forest Degradation, the Conservation of Forest Carbon Stocks, the Sustainable Management of Forests and the Increase in Forest Carbon Stocks (REDD+).

This Decree regulates Law No. 11.578 of 1 November 2021, which established the Policy for Reducing Greenhouse Gas Emissions from Deforestation and Forest Degradation, Conservation of Forest Carbon Stocks, Sustainable Forest Management and the Increase in Forest Carbon Stocks (REDD+), the Management of Environmental Assets and the Payment for Environmental Services (PSA) of the State of Maranhão, called the REDD+ and PSA Jurisdictional System. The objectives and guidelines of the Jurisdictional System of REDD+ and PSA of Maranhão are: protecting and conserving the natural heritage of the State of Maranhão, enabling the maintenance of ecosystem services while promoting socioeconomic development and the well-being of the population; reduce deforestation and forest degradation in the State of Maranhão and, consequently, minimize the emission of greenhouse gases, promote sustainable forest management and increase the forest carbon stocks; contribute to guaranteeing the territorial and cultural rights of indigenous communities and their sustainable development through the consolidation of principles and criteria for social and environmental safeguards for the promotion of environmental products and services; strive for the free, prior and informed consent of indigenous peoples, involved in the plans, programmes and projects; promote and improve payment programmes for environmental services, in their various forms, such as the "Maranhão Verde" Programme, created by State Law No. 10.595 of 24 May 2017; protect, conserve and encourage the sustainable use of the maritime biome and water resources, maintaining their quality, processes and ecological functions, while ensuring their availability for future generations.
