Abstract
This Law establishes the Policy for Reducing Greenhouse Gas Emissions from Deforestation and Forest Degradation, the Conservation of Forest Carbon Stocks, the Sustainable Management of Forests and the Increase in Forest Carbon Stocks (REDD+), the Management of Environmental Assets and Payment for Environmental Services (PSA) of the State of Maranhão, called the REDD+ and PSA Jurisdictional System. In addition, it amends State Law No. 11.000 of 2 April 2019, to expand the scope of action of Maranhão Parcerias (MAPA). The REDD+ and PSA Jurisdictional System, an integral part of the planning, development and modernization process, aims to establish the political, strategic, programmatic and structuring bases for a permanent and integrated process of reducing greenhouse gas emissions from deforestation and forest degradation, the Conservation of Forest Carbon Stocks, the Sustainable Management of Forests and the Increase of Forest Carbon Stocks (REDD+), as well as the Management of Environmental Assets and Payments for Environmental Services (PSA) of the State of Maranhão .

Lei Nº 11.578 - Institui a Política de Redução das Emissões de Gases de Efeito Estufa Provenientes do Desmatamento e da Degradação Florestal, da Conservação dos Estoques de Carbono Florestal, do Manejo Sustentável de Florestas e do Aumento de Estoques de Carbono Florestal (REDD+), da Gestão dos Ativos Ambientais e do Pagamento por Serviços Ambientais (PSA) do Estado do Maranhão, denominada Sistema Jurisdicional de REDD+ e PSA, e altera a Lei Estadual nº 11.000, de 02 de abril de 2019, para ampliar o escopo de atuação da Maranhão Parcerias - MAPA.
