Decree No. 48.639 regulating Law No. 6.666 of 10 September 2020 on the establishment of Good Agricultural and Livestock Practices of the Distrito Federal (Brasília - Quality in the Countryside).

This Decree regulates the implementation of the Good Agricultural and Livestock Practices of the Distrito Federal (Brasília - Quality in the Countryside), established by Law No. 6.666 of 2020. The decree's main objective is to provide the institutional, technical, and operational framework necessary to promote the adoption of good agricultural practices in rural establishments. It supports research, technological innovation, training, interinstitutional cooperation, and access to special financing arrangements for certified producers. The decree also seeks to improve sanitary conditions in rural establishments, encourage the production of safe food, and disseminate the environmental, social, and economic benefits associated with good agricultural practices and certification. The decree further establishes the governance structure, certification procedures, and monitoring mechanisms of the Good Agricultural Practices Programme. It creates a Permanent Management Committee and defines the responsibilities of the Secretariat of Agriculture (Seagri), Emater-DF, Ceasa-DF, and health authorities in activities such as technical assistance, producer training, audits, certification, laboratory testing, and awareness-raising. The decree sets out the core certification criteria, including the rational use of water, soil conservation, environmental compliance, animal welfare, proper management of agricultural inputs, waste management, food quality control, hygienic handling practices, and safe working conditions.
