Decree No. 5.166 establishing the Pará without Hunger Programme and the Partnership Network for the Sustainable State Food and Nutritional Security System (SISANS/PA).

This Decree establishes the Pará Without Hunger Programme and creates the Partnership Network for the Sustainable State Food and Nutritional Security System (SISANS/PA) in the State of Pará. Its main objective is to ensure permanent access to adequate quantities of quality food for people experiencing food and nutritional insecurity, thereby guaranteeing the right to adequate and healthy nutrition. The Decree seeks to strengthen the State's food security policy by fostering cooperation between public institutions and private entities, both for-profit and non-profit, in efforts to combat hunger and reduce social vulnerability. To achieve these objectives, the Decree creates a partnership network coordinated by the State Secretariat for Social Assistance, Labour, Employment and Income (SEASTER), which promotes donations, social investments, and collaborative initiatives aimed at food security. The Network supports the implementation and strengthening of public food-security facilities such as community kitchens, solidarity kitchens, popular restaurants, and food banks; encourages the reduction of food waste and the use of surplus food; promotes food and nutrition education; and supports professional training and income-generation activities for vulnerable families. The Decree also establishes a recognition label for participating partners and provides mechanisms for monitoring, evaluation, and reporting on the outcomes of the programme and its initiatives.
