Abstract
This Decree approves the Statute of the Port Authority of Rio Grande do Sul Harbours (Portos RS), with the primary objective of establishing the institutional, legal, and operational framework governing the state‑owned port authority responsible for managing port infrastructure and waterways in Rio Grande do Sul. It defines the legal nature, organization, and functions of the entity, including its role as port authority over key organized ports in: Rio Grande, Porto Alegre, and Pelotas, and its responsibility for administering, operating, and developing port infrastructure, navigable waterways, and associated logistics systems in accordance with national and state transport policies. The Decree further aims to ensure efficient, transparent, and accountable governance of the port system by detailing the company’s structure, competencies, and decision‑making bodies, including the General Assembly, Board of Directors, Executive Board, and oversight mechanisms. It establishes rules for financial management, public oversight, risk control, integrity systems, and performance monitoring, as well as guidelines for strategic planning and infrastructure development. Through these provisions, the statute seeks to strengthen the operational capacity, regulatory compliance, and public interest orientation of the port authority, while promoting sustainable development of port and transport infrastructure in the State.
