Decree No. 57.933 reorganizing the Secretariat of the Environment.

This Decree, consisting of 147 articles divided into twelve Chapters and two Annexes, reorganizes the Secretariat of the Environment. It establishes composition, duties and responsibilities of the above mentioned Secretariat of the Environment within the State of São Paulo. The Secretariat is a sectional body of the National Environmental System (SISNAMA), established by Federal Law 6.938 of 31 August 1981, and the central organ of the State System of Environmental Management, Protection, Control and Development of the Appropriate Use of Natural Resources (SEAQUA), constituted by Law No. 9,509 of 20 March 1997. It is entitled to perform the following activities: a) coordinating the process of formulation, approval, execution, evaluation and updating of the State Environmental Policy, which is dealt with in Law No. 9.509 of 20 March 1997; b) analysing and monitoring sectoral public policies having impact on the environment; c) regulating environmental licensing and inspection in the State, which must be followed by all SEAQUA executing agencies and entities, in particular by CETESB - Companhia Ambiental do Estado de São Paulo; d) approving plans, programmes and budgets of organs and entities executing the State Environmental Policy and the coordination of their execution; e) coordinating plans and actions resulting from the State Environmental Policy with sectoral and local bodies and entities; f) managing policies, plans and environmental actions; g) environmental control, aiming at the sustainable development of the State; h) coordination.
