Abstract
This Decree regulates the implementation of the State Fund for the Protection and Welfare of Domestic Animals in Rio Grande do Sul, with the primary objective of ensuring the effective management, allocation, and oversight of financial resources dedicated to animal welfare policies. It establishes the institutional framework for administering the Fund, assigning responsibility to the relevant state environmental authority, and confirming that resources will support actions aimed at protecting, improving the health, and promoting the well-being of domestic animals. The Decree also aims to guarantee that the Fund operates in a structured, transparent, and accountable manner, defining sources of funding, priority criteria, and governance mechanisms. It supports concrete measures such as awareness campaigns, sterilization programs, rescue and treatment of abused or at-risk animals, support for shelters, and scientific research, while also establishing a Management Council responsible for setting priorities, monitoring project implementation, and approving accounts.
