Abstract
This Law establishes the State Fund for the Protection and Welfare of Domestic Animals in Rio Grande do Sul, with the primary objective of creating a financial mechanism to support and strengthen public policies aimed at animal welfare. It is designed to mobilize and allocate resources—originating from public budgets, transfers, donations, fines, and other sources—to promote actions related to the protection, health, and well-being of domestic animals, thereby reinforcing institutional capacity to address animal-related issues in a structured and sustainable manner. In particular, the law aims to ensure the effective use of these resources by prioritizing initiatives such as awareness campaigns, sterilization programs, rescue and treatment of animals in situations of abuse or risk, and support for shelters and veterinary services. It also promotes professional training, research, and the development of policies to reduce mistreatment, including measures addressing animals used for labor. Additionally, the law establishes governance and accountability mechanisms, such as a management council and public reporting requirements, to ensure transparent and efficient implementation.
