Decree No. 657 promulgating the Cooperation Agreement for the Utilization of Natural Resources and the Development of the Quaraí River Basin, between the Government of the Federative Republic of Brazil and the Government of the Oriental Republic of Uruguay.

This Decree promulgates the Cooperation Agreement for the Utilization of Natural Resources and the Development of the Quaraí River Basin, between the Government of the Federative Republic of Brazil and the Government of the Oriental Republic of Uruguay. The Contracting Parties shall seek to achieve, among other things, the following objectives: a) the raising of the socio-economic level of the inhabitants of the region; b) the rational and equitable use of water for domestic, urban, agricultural and industrial purposes; c) the regularization of water flows and flood control; d) the establishment of irrigation and drainage systems for agricultural purposes; e) solving problems arising from the improper use of water; f) the defense and proper use of mineral, plant and animal resources; g) the production, transmission and use of water energy and other forms of energy; h) increasing navigation and other means of transportation and communication; i) the development of industry in the region; j) the development of specific projects of mutual interest; k) the recovery and conservation of the environment; l) the management, appropriate use, recovery and conservation of water resources, taking into account the characteristics of the Basin; m) the management, conservation, appropriate use and recovery of the region's soils.
