Abstract
This Decree, consisting of 13 articles, establishes the annual compulsory targets for greenhouse gas emission reduction related to fuel trade, which is dealt with in art. 6 of Law 13.576, for a minimum period of ten years. It shall be defined by the National Energy Policy Council (CNPE), in accordance with the provisions of this Decree. The goals emphasize the improvement of the carbon intensity of the Brazilian fuel and will comply with: the international commitments to reduce emissions of greenhouse gases assumed by Brazil and the sectoral actions under these commitments; the availability of biofuels by producers and importers holding the Certificate of Efficient Production of Biofuels; the valorisation of energy resources; the evolution of national consumption of fuels and imports; the protection of consumer interests regarding the price, quality and supply of fuels; and the impact of fuel prices.
