Abstract
This Law, consisting of 31 articles, establishes the organization of the State System for Environmental Protection and the elaboration, implementation and control of the State environmental policy (SISEPRA). This Law, based on article 252 of the State Constitution, establishes responsibilities of SISEPRA, aiming at carry out environmental monitoring, preserving environmental balance and characteristics essential to healthy quality of life, as well as promoting sustainable development. SISEPRA acts with the immediate objective of organizing, coordinating and integrating the actions of the different organs and entities of the public administration, state and municipal. SISEPRA is organized and operates based on the principles of regional decentralization, integrated planning, intersectoral coordination and representative community participation. It also establishes composition, duties and responsibilities of the State Council for the Environment (CONSEMA) which is a deliberative and normative body responsible for approving and monitoring the implementation of the State Environmental Policy.
