Law No. 14.961 establishing the State Agricultural Policy for Planted Forests and their products.

This Law, consisting of 29 articles, establishes the State Agricultural Policy for Planted Forests and their products. It establishes complementary norms specific to Federal Law No. 12.651 of 25 May 2012 providing for the protection of native forests. The Secretariat of Agriculture, Livestock and Irrigation is the body that will coordinate the planning, implementation and evaluation of this State Agricultural Policy, and promote its integration into other policies and sectors of the economy. This State Agricultural Policy aims at the sustainable development and will address the reaffirmation of the importance of agricultural activity and the role of planted forests in sustainability, economic growth, improvement of the quality of life of the Rio Grande do Sul in the national and international markets for forest products, food and bioenergy.
The objectives of the State Agricultural Policy for Planted Forests and their Products are: increase the production and productivity of planted forests; promoting good practices of cultivation, protection and harvesting of planted forests; promote the production and consumption of wood, non-timber products and by-products originating from planted forests; promote the use of forest biomass in energy generation; promote phytosanitary control of planted forests; stock the supply and demand of timber and non-timber products from planted forests; promote the development of the planted forest sector; promote soil conservation, plant regeneration, restoration of degraded areas, and minimization and control of soil and water degradation; stimulate livestock-forestry integration; develop incentive for transfer and disseminate technology for planted forests management; promote the implementation of forestry projects to control and recover desertification areas; promote the structure forest-based productive arrangements at local and regional levels, with emphasis on small-scale rural producers, small and medium-sized forest and industrial enterprises, in order to improve income and quality of life in rural areas; encourage integration between rural producers and agro-industries that use wood as raw material; contribute to the reduction of pressure on native forests; and stimulate forest certification.
