Law No. 11.255 creating the State Programme for Environmental Sustainability and Support to Municipalities - PROESAM, the PROESAM Rank of Environmental Sustainability Policies; amending Complementary Law No. 513 of 11 December 2009 and Law No. 9.866 of 26 June 2012.

This Law creates the State Programme for Environmental Sustainability and Support to Municipalities - PROESAM, the PROESAM Rank of Environmental Sustainability Policies; amending Complementary Law No. 513 of 11 December 2009 and Law No. 9.866 of 26 June 2012. PROESAM general objectives are: I - contribute to sustainable economic development on a local scale; II - strengthen municipal environmental structures, including the Municipal Environmental Licensing System and support for water resources management, to fully assume their functions; III - promote effective articulation between environmental management processes at the state and municipal levels; IV - strengthen the shared governance model of environmental control and use of natural resources; V - institutionally support and strengthen the bodies for the formulation and execution of environmental policies at the state and municipal levels; VI - to contribute to the advancement, at the municipal level, of public policies related to cross-cutting themes, such as issues related to climate change and environmental education, among others; VII - contribute to strengthening the governance of environmental issues in the Municipalities; VIII - contribute to the strengthening and streamlining of the decision-making process in the implementation of environmental management instruments; IX - contribute to improving the efficiency and effectiveness of municipal environmental management.
