Law No. 13.221 providing for the annual review and amending Law No. 12.432 of 2024, on the Multi-Year Plan and its revisions for the 2024–2027 period.

This Law provides the annual revision of the State of Mato Grosso’s 2024–2027 Multi-Year Plan (PPA), updating strategic indicators, programmes, actions, targets, and budgetary priorities to better align public policies with current governmental objectives and implementation realities. Its primary objective is to improve public planning, monitoring, and evaluation mechanisms by adjusting performance indicators, introducing new programmes and actions, revising targets and resource allocations, and removing outdated or redundant measures. The law strengthens governance and accountability by updating reporting requirements for the evaluation of strategic objectives and government results, while ensuring that state planning instruments remain responsive to evolving social, economic, administrative, and institutional needs. A significant focus of the revision is the introduction of new initiatives in public security, justice, health, social inclusion, infrastructure, agriculture, and public administration. Among the most notable additions are the “Zero Tolerance to Criminal Organizations” program, measures to strengthen the newly created State Secretariat of Justice, programmes promoting the reintegration of former prisoners, actions aimed at protecting older persons, improvements in healthcare delivery and telehealth services, and updates to indicators for security, environmental enforcement, and disaster management. The law also revises numerous existing programmes to refine objectives, methodologies, and performance targets, thereby improving the effectiveness of public policies, resource management, service delivery, and long-term development planning throughout the State of Mato Grosso.
