Abstract
This Law amends the State Policy for Water Resources Management of the State of Amapá (approved by Law No. 0686 of 2002) with the primary objective of strengthening governance and regulatory mechanisms related to water infrastructure, particularly dams. It introduces a new responsibility within the institutional framework to propose a State Policy on the Safety of Multipurpose Dams, aligning state-level action with broader risk management and infrastructure safety considerations. The law also modifies the composition rules of the relevant governing council to ensure a defined level of representation of the public authority, thereby reinforcing institutional oversight and coordination in water resource management. A further key objective of the law is to enhance the implementation and monitoring of dam safety policies at the state level. It mandates the competent authority to ensure alignment with the National Policy on Dam Safety, establish guidelines for the implementation of the state policy, and review dam safety reports with the possibility of issuing recommendations for improvements.
