Abstract
This Law, consisting of 21 articles divided into six Chapters, based on Federal Law 7.661, establishes the State Coastal Management Plan. It establishes its objectives and guidelines and regulate the instruments for its elaboration, approval and execution. The purpose of the State Coastal Management Plan is to plan and manage, in an integrated, decentralized and participatory way, the use of the natural resources of the Coastal Zone, through its own instruments, aiming to improve the quality of life of local populations and protection of ecosystems coastal conditions. It also aims at ensuring environmental quality, based on sustainable development, meeting other specific objectives, such as: compatibility of anthropic uses and activities with the guarantee of environmental quality through the harmonization of the social and economic interests of external or local agents; control over the use and occupation of the soil, and the exploitation of natural resources throughout the Coastal Zone, aiming at: a) the eradication of predatory exploitation of renewable and non-renewable natural resources; b) prevention of degradation of coastal ecosystems; c) reduction of conflicts between uses and activities; and, d) optimization of the productive processes of economic activities.
