Law No. 7.661 establishing National Planning for Coastal Zone Management.

This Law, consisting of 13 articles, establishes the National Planning for Coastal Zone Management (PNGC). PNGC shall provide for the zoning of uses and activities in the Coastal Zone and give priority to the conservation and protection, among others, of the following assets: I - natural resources, renewable and non-renewable; reefs, parcels and seaweed beds; coastal and oceanic islands; river, estuarine and lagoon systems, bays and inlets; beaches; headlands, cliffs and sea caves; sandbanks and dunes; coastal forests, mangroves and submerged grasslands; II - ecological sites of cultural relevance and other natural units of permanent preservation; III - monuments that integrate the natural, historical, paleontological, speleological, archaeological, ethnic, cultural and landscape heritage. The PNGC will be prepared by the Secretariat of the Interministerial Commission for Sea Resources (SECIRM), whose composition and form of action will be defined in a decree of the Executive Branch. It also lists sanctions to be paid by offenders in case of environmental areas pollution, according to article 14 of Act No. 6.938.
