Law No. 8.830 - Provides for the State Policy for the Management and Protection of the Upper Paraguay River Basin in the State of Mato Grosso.

This Law establishes the State Policy for the Management and Protection of the Upper Paraguay River Basin in the State of Mato Grosso. It defines principles and duties of the public authorities to maintain environmental, economic and social sustainability. The Upper Paraguay Basin is a geographical unit made up of the surface drainage system that concentrates its waters in the River Paraguay, according to the Upper Paraguay Conservation Programme (PCBAP, 1997) contemplated by the Socio-Economic Ecological Zoning in the State of Mato Grosso. The State Policy aims to promote the preservation and conservation of environmental assets, the improvement and recovery of environmental and socio-economic quality, with a view to ensuring the maintenance of sustainability and the well-being of the population involved, taking into account the following principles: precaution; polluter pays; user pays; prevention; participation and decentralization; ubiquity; river basin; fundamental human right; sustainable development; protection of the Mato Grosso Pantanal as a National Heritage, Ramsar and Biosphere Reserve; recognition of traditional knowledge as a contribution to the development and management of the region's potential; respect for biological diversity and ecological, genetic, social, economic and scientific values, etc.
