Abstract
This Law establishes the Long‑Term Strategic Plan of the State of Pará (PARÁ 2050) as a central public planning instrument designed to guide the State’s development over a 25‑year horizon. Its primary objective is to define a shared and participatory strategic vision focused on sustainable development, integrating social, economic, environmental, territorial, and institutional dimensions. The Plan seeks to improve social indicators, reduce regional inequalities, conserve and protect the environment, and enhance productivity and competitiveness, while aligning state policies with the principles of regionalization, intersectorality, multi‑level governance, and the commitments of the UN 2030 Agenda and the Sustainable Development Goals (SDGs). In addition, the law aims to provide a coherent and integrated framework for public action by structuring long‑, medium‑, and short‑term planning instruments around a common vision, strategic axes, objectives, indicators, and projects. It establishes governance mechanisms to ensure participatory, transparent, and continuous implementation, monitoring, evaluation, and periodic review of the Plan, while guiding the formulation of budgetary and sectoral policies. Through PARÁ 2050, the law seeks to institutionalize strategic planning as a permanent function of public governance, fostering inclusive growth, environmental sustainability, innovation, territorial equity, and social justice across the State of Pará.
