Abstract
This National Plan on Agroecology and Organic Production (PLANAPO) has six Objectives divided into separate goals and strategies. This National Plan is an important instrument for consolidating public policies that stimulate and assist the construction of conditions for the permanence of young people in rural areas, encouraged by different production matrices, focused on agroecology and organic production. Another strategic point is that the Plan's initiatives guarantee the recognition of the important role played by women in the production of food and in the preservation of natural resources. They are the main actors in food security and are responsible for the agroecological production in the backyards and farms around the house. They also preserve and transmit, from generation to generation, their experience in water management, food production, forest resources, soils, seeds, energy resources and corresponding conservation techniques. Planapo adopts the same guidelines of the National Policy of Agroecology and Organic Production - Pnapo among them: promotion of sovereignty and food and nutritional security and the human right to adequate and healthy food, through the supply of organic products and agroecological basis contaminants which pose a risk to health; etc.
Objective 1: expand and strengthen the production and processing of organic and agroecological products, with the priority public being family farmers, settlers of agrarian reform, traditional peoples and communities and their economic organizations, micro and small rural enterprises, cooperatives and associations, also considering those of urban and peri-urban agriculture. Goals: Increase the number of producers by accessing credit for cost and investment appropriate to organic production and agroecological basis, strengthening the mechanisms for accessing to insurance and adequate prices of the Price Guarantee Programme for Family Agriculture (PGPAF) and the Minimum Price Guarantee Policy (PGPM) and create a national programme to reduce the use of pesticides. Objective 2: recognize and value the role of women in organic and agroecological production, strengthening their autonomy economic development. Objective 3: promote, expand and consolidate processes of access, sustainable use, management and conservation of natural resources and ecosystems in general. Expanding processes for the production, management, conservation, acquisition and distribution of genetic resources of interest to agroecology and organic production.
Objective 4: increase the capacity of generation and socialization of knowledge in organic production systems and agroecological basis, through the valorisation and exchange of knowledge of the agroecological perspective in the institutions and environments of teaching, research and extension. Universalizing Technical Assistance and Rural Extension with an agro-ecological approach for organic and agro-ecological family farmers and the qualification of their economic organizations. Objective 5: stimulate autonomy, aiming at the emancipation of rural youth, in organic production and agroecological basis, through their permanence and succession in the field, through the socio-productive inclusion of rural young people with an agro-ecological approach and organic production.
Objective 6: strengthen and expand the consumption of organic and agroecological based products, with emphasis on short trade circuits (local and regional markets), institutional markets and government purchases, through the support to promotion and commercialization of organic and agroecological products.
