Montreal Protocol (Import/Export Licensing System of Controlled Substances) Regulations (Cap. 216A).

These Regulations, made under section 10 of the Montreal Protocol (Controlled Substances) Act, prohibit the importation of controlled substances listed in Annex A, B, C or E of the Montreal Protocol. Import, export or retail sale of certain substances may require registration with the National Ozone Unit. No person shall import any controlled substance from or export such substance to a country that is not a party to the Montreal Protocol as listed in the Fourth Schedule. The Minister may, on the recommendation of the Unit revoke a licence if a licensee: (a) exceeds a quota stipulated in the licence; (b) imports or exports a controlled substance not authorized by the licence. Controlled substances imported or exported in contravention of these Regulations shall be detained by the customs department. A licensee may appeal a decisions of the Unit to the Minister.
