Abstract
This Act makes provision for the establishment of a Public Utilities Commission, defines its functions, powers and internal organization and creates offences in relation with controlled public utilities including the supply of water and sewerage facilities.
The principal functions of the Commission shall be to control undertakings of controlled public utilities (as defined in this Act), to promote effective competition in the field of public utility, to determine rates for public utility services and to prescribe standards for public utility services.
The Act defines the generic offence of suppliers of public utility services not meeting established standards and creates the possibility of consumers to appeal to the Commission made by a controlled public utility. Persons who own or operate a public utility may appeal with the Supreme Court against decisions of the Commission.
