Abstract
These Rules and Regulations (Rules) are made in exercise of the powers conferred under section 19, 113, 114 and 120 of the Consumer Protection Act of Bhutan, 2012. They apply to all transactions involving the sale or supply of goods and services, whether conducted online or offline, and govern interactions between businesses and consumers. The Rules define the rights and responsibilities of consumers. Consumers are entitled to safe goods and services, accurate and timely information, fair treatment, competitive choices, and effective mechanisms for redress against unfair trade practices. They also have rights to product guarantees, compensation for defective goods or poor services, and the freedom to form consumer associations. The Regulations outlines the obligations of manufacturers, suppliers, and service providers. Businesses must provide truthful information, ensure product quality and safety, comply with labeling requirements, avoid discriminatory pricing or service, and refrain from misleading advertisements and unfair trade practices. The Rules also establish standards relating to product safety, weights and measures, product liability, and compensation for defective products, ensuring that businesses remain accountable for the goods and services they offer.
