Livestock Rules and Regulations of Bhutan 2017.

These Rules and Regulations are framed in exercise of the authority granted by Section 36.1 of the Livestock Act of Bhutan 2001. They contain eleven chapters: I. Preliminary; II. Breeding, Artificial Insemination and Embryo Transfer; III. Import of Animals, Semen and Embryo; IV. Quarantine, Notifiable Diseases and Controlled Diseases; V. Inspection and Certification; VI. Export of Animals, Genetic Materials and Animal Products; VII. Fresh Meat Hygiene and Inspection; VIII. Zoonoses Management; IX. Welfare of Animals; X. Offences and Penalties; and XI. Miscellaneous.
Chapter I contains the title, date of commencement and revocation of previous rules and regulations. Chapter II provides for breeding of stock, artificial insemination and embryo transfer, screening and certification, inspection of premises and other related provisions. Chapter III regulates the import of animals and the semen and embryo of livestock. Chapter IV lays down the quarantine facilities, entry points, restriction on movement of animals, destruction of animal, animal products and feed and other measures. Chapter V provides for inspection of establishments and requires adherence to prescribed standards in respect of any food of animal origin and animal feed. Chapter VI permits export of animals and genetic materials from animals subject to certain conditions. Chapter VII contains provisions relating to meat hygiene standards, slaughtering of animals and meat processing. Chapter VIII provides for control of zoonotic diseases and vaccination of animals. Chapter IX lays down the minimum standard for animal welfare. Chapter X contains the offences and penalties. Chapter XI provides for powers of the Ministry and the definitions.
