Abstract
These Rules and Regulations are made in exercise of the authority granted by Section 21(2) of the Seeds Act of Bhutan, 2000. They consist of eight chapters: I. Preliminary; II. Establishment of Board and Management; III. Regulation of Sale of Seed; IV. Seed Standards & Certification; V. Seed Inspection; VI. Seed Testing Laboratory; VII. Offences and Penalties; VIII. Miscellaneous.
Chapter I contains the title, commencement and repeal provision. Chapter II establishes the National Seed Board and Variety Release Committee thereunder, and provides for their composition and functions. It also lays down the procedure for release of varieties, registration of nursery operators and seed growers. Chapter III regulates the sale of seeds, domestic use, import and export of seeds. Chapter IV contains provisions relating to seed standards and certification. Chapter V designates the Bhutan Agriculture and Food Regulatory Authority for inspection of seed and lays down the powers of a seed inspector. Chapter VI provides for Central Seed Testing Laboratory and Referee Seed Testing Laboratory. Chapter VII contains the offences and penalties, and Chapter VIII contains the definitions.
