Abstract
This Regulation amends some sections of the Waste Prevention and Management Regulation, 2012.
After Section 3.4, new sections are inserted, namely: Section 3.5 establish a strategy and procedure to achieve zero waste; and Section 3.6 introduces a system of incentives for waste prevention and management on the principle that waste is an asset”. Section 10 is amended as: “Hazardous waste may be exported subject to the prior written consent of the country of import following necessary packaging and required health and safety procedures within Bhutan”.
The Regulation further provides for: exploring the appropriate financial mechanisms to reduce waste at source and promote segregation, reuse and recycle waste; an annual compliance and monitoring status report to be sent by the Dzongkhag Thromde to the National Environment Commission Secretariat; etc.
