Abstract
This Act makes provision for the management and control of waste, establishes the Department of Sanitation and Waste Management and provides for the implementation of provisions of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal. The Act also provides for waste recycling plans and defines duties of local authorities in relation with the collection and disposal of waste.
The Department shall, subject to control of the Minister, provide policy direction and leadership in all matters pertaining to sanitation and waste management. The Act furthermore provides for, among other things, the adoption of local and national waste management plans, the registration and licensing of waste carriers, the registration of waste disposal sites and licensing of waste management facilities, the appointment of littering authorities, packing and transportation of controlled waste, enforcement and regulation-making powers of the Minister.
