Abstract
The Regulation consists of 13 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) requirements for the facilities and equipment of the dairy farms (sect. 2); 3) veterinary, sanitary and hygienic requirements for the maintenance of the premises, the territory of the dairy farms and care of the animals (sect. 3); 4) veterinary requirements for feeding, watering and grazing of the animals (sect. 4); 5) veterinary and sanitary requirements for the selection and delivery of animals to the milk processing enterprises and inspection of animals (sect. 5); 6) veterinary and sanitary requirements for milking machines (sect. 6); 7) veterinary and sanitary requirements in the process of milking (sect. 7); 8) primary processing, storage and transport of milk (sect. 8); 9) veterinary and sanitary requirements for milk quality (sect. 9); 10) supervision of the technological process of milk production (sect. 10); 11) personal hygiene and safety requirements for the workers of dairy farms (sect. 11); 12) disinfection of working clothes and boots (sect. 12); 13) enforcement of the present regulation and supervision over the application thereof (sect. 13). The Regulation establishes the requirements for the facilities and equipment, development of the territory of dairy farms and complexes, veterinary and sanitary requirements for the keeping of cattle, primary processing, storage and transport of milk, environmental protection against the pollution by sewage. It also sets hygienic requirements for the raw milk production ensuring the compliance thereof with sanitary quality and safety standards. All the herds of milch cows and other milch animals must be put under the constant veterinary supervision and be inspected for the presence of brucellosis, tuberculosis, leucosis, mastitis and, in case of necessity, also for other diseases within the terms and by methods validated by the Ministry. Veterinary procedures must be carried out in conformity with the annual schedules of the antiepizootic arrangements and in accordance with the outcome of the clinical examination. Milk destined for export must comply with the sanitary requirements of the importer. Raw milk must be supplied from the dairy farms in which animals pass veterinary diagnostic examination and the systematic hygienic inspection of the premises, animals and quality control of the produce take place. The inspection shall be carried out subject to the degree of risk for the production of low-quality raw milk.
