Abstract
This Decree shall be applicable to the following types of secondary forest management: (a) procurement of wood saps; (b) procurement and harvesting of wild growing fruits; (c) procurement and harvesting of wild growing edible nuts;(d) procurement and harvesting of wild growing berries; (e) procurement and harvesting of wild growing mushrooms; (f) procurement and harvesting of wild growing plants and parts thereof; (g) haymaking; (h) grazing; (i) placing of beehives and apiaries; and (k) collection of moss, forest litter and leaf debris. Non-timber products shall be considered stumps, roots, birch bark, branches, Christmas trees, phloem and bark. Natural and legal persons shall carry out secondary forest management, secondary felling and procurement of non-timber products exclusively in accordance with forestry licence on the plots of public forest allotted thereto. The aforesaid activities carried out by citizens for personal needs shall not require the issuance of forestry licence. Some types of procurement of non-timber products and secondary forest management can be restricted or prohibited in some areas of public forest fund.
