Decree No. 683 of the Cabinet of Ministers validating the Regulation on the modalities of the requisitioning of sick animals, animal products and compensation of damages to legal and natural persons in case of the liquidation of the outbreaks of infectious animal diseases.

In case of the outbreak of infectious diseases included in the list of the infectious animal diseases validated by the Ministry of Agriculture and Food complex veterinary, sanitary, organizational and economic arrangements aimed at the prevention of infection of human beings, prevention of spreading of the diseases and the express liquidation of the consequences thereof shall be carried out. In the process of the liquidation of the outbreaks of infectious animal diseases requisitioning of sick and suspected to be sick animals and animal products obtained from them shall be carried out with the subsequent slaughtering of the aforesaid animals, annihilation, recycling or technical processing of the dead animals and animal products obtained from them with the compensation of damages inflicted to legal and natural persons by the requisitioning of animals and animal products. A report regarding requisitioning of sick animals and animal products obtained from them shall be drawn. The report shall indicate: 1) the number of sick, forcedly slaughtered and lost animals; 2) the number of requisitioned animals, age, nutritional state and weight thereof and also the weight (quantity) of the requisitioned animal products; 3) the origin of infectious disease, the cause of the forced slaughtering and loss of animals; 4) the method of annihilation and recycling of the requisitioned animals and animal products. Slaughtering, annihilation and recycling of sick animals and animal products obtained from them shall be carried out by rule by the owners of the aforesaid animals. Compensation of damages shall be carried out by decision of the district (city) executive body within the amount established by the aforesaid decision or if the sick animals were insured by the insurance company.
