Abstract
This Law regulates relations in the sphere of state environmental audit and is aimed at ensuring ecological safety in the process of projected economic and other activities. State environmental audit shall be based upon the following principles: (a) prevention of negative environmental impact; (b) compulsory carrying out state environmental audit prior to validation of project documentation; (c) consideration of summarized negative environmental impact of activities under way and projected economic and other activities; (d) reliability and completeness of information contained in project documentation; (e) legality and objectivity of the conclusions of state environmental audit; and (f) openness and consideration of public opinion. In the process of state environmental audit contemporaneously with project and other documentation shall be examined, in case of availability, the conclusions of public environmental audit. State environmental audit shall be carried out within one month except for activities that may cause transboundary effects in which case time limit for state environmental audit shall be two months. The period of validity of the conclusions of state environmental audit shall correspond to the period of realization of project decisions extended to one year in exceptional cases.
