Abstract
The present Regulation focuses on protection of fish stocks and aquatic invertebrates (fishing resources) populating on condition of natural freedom fishing water bodies except for technological water bodies used for intensive fish-farming. The main tasks of protection of fish stocks are: a. ensuring living conditions and stock enhancement of fish and aquatic invertebrates; b. conservation of biological diversity; c. rational management of fishing resources; d. conservation of integrity of natural communities of fishes. The main requirements for protection of fishing resources are: 1. conservation of biological diversity of water bodies formed in a natural manner or modification thereof by release of more productive fish species and aquatic invertebrates positively influencing communities of aquatic organisms and their natural habitats; 2. management of fishing resources, their reproduction and repopulation of fishing water bodies in accordance with biological substantiation of fisheries in a given fishing water basin; 3. exposure, registration and protection of spawning grounds, places of hibernation and fattening of fish and aquatic biodiversity; 4. regulation of number of some fishes and aquatic invertebrates by quota setting; 5. elaboration and carrying out arrangements for the prevention of annihilation of fishes and aquatic animals and liquidation of its consequences; 6. protection of habitats; 7. prevention of hazardous impact upon fishes and aquatic invertebrates and their natural habitats in the process of navigation.
