Order No. 17 of the Ministry of Agriculture and Food validating the Instruction on the modalities of administrative procedures by the bodies of the State Pedigree Service as regards administrative offences.

The present Instruction consists of 7 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) administrative penalties imposed by the State Pedigree Service (sect. 2); 3) legalization of reports on administrative offences (sect. 3); 4) administrative procedures concerning administrative offences (sect. 4); 5) examination of appeals and objections (sect. 5); 6) administrative implementation (sect. 6); 7) record keeping by the State Pedigree Service as regards administrative offences (sect. 7). The purpose of the administrative procedures as regards administrative offences shall be the constant and objective exposure of the violations of pedigree stockbreeding, of the causes and conditions leading to the aforesaid violations and bringing to account the offenders in conformity with the legislation, and also putting into effect the administrative penalty. The following penalties shall be applicable to the infringers of the pedigree stockbreeding: 1) notification; 2) fine. The state pedigree inspector shall draw report in conformity with the Annex 1 for each exposed administrative offence. The officials and citizens can be brought to account for the non-observance of the requirements regarding pedigree stock husbandry and trade of pedigree stock. The administrative offences regard artificial insemination and use of animal sperm or genetic resources for animal reproduction without certificates and trade of pedigree stock without prior authorization of the Ministry of Agriculture and Food.
