Abstract
The customers of the State Program are the Ministry of Agriculture and Food in terms of financing land reclamation activities from the national budget, and regional executive committees in terms of financing land reclamation activities from local budgets. Coordinators of the State Program of the Ministry of Agriculture and Food and the Ministry of Natural Resources and Environmental Protection.
The main goal of the State Program is to increase the productivity of reclaimed lands through reclamation measures and drainage of highly fertile land. The main objectives of the State Program in the field of soil and land protection are protection from erosion, flooding and underflooding, pollution by livestock runoff, restoration of the previously created potential of drained lands and its increase, preservation of the natural resource potential of agricultural landscapes and its use in agricultural production, increasing the productivity of reclaimed land, its resistance to unfavourable environmental factors, development of energy- and resource-saving technologies for performing work related to increasing soil fertility.
The State Program provides for the implementation of the following activities: (a) agro-reclamation measures on drained agricultural lands and fish ponds in volumes according to Appendix 1; (b) construction (reconstruction and erection) of land reclamation systems and structures (drainage and drainage-humidification systems, irrigation systems) in volumes according to Appendix 2; (c) commissioning of unfinished land reclamation facilities financed from the national budget in accordance with the Appendix 3; and (d) land clearing of drained agricultural land in accordance with plans validated by local self-government in accordance with Appendix 6.
During the implementation of the activities of the State Program, the protection of soils and lands will be achieved by: (a) improving the technical capabilities of existing drainage systems, using the latest methods and modern technologies, and world practice in the reconstruction and restoration of drainage systems; (b) replacement of the simplest gravity drainage systems with drainage and humidification systems based on closed drainage with a guaranteed water source; (c) preservation of protective forest plantations, creation of forest belts; (d) maintaining a hydrological regime that is optimal for plants, with the help of waterworks; (e) carrying out operational activities on drainage systems; (f) timely execution of repairs, reconstruction of worn-out land reclamation systems and elements that ensure their reliable functioning.
After carrying out land reclamation measures, the preservation of soils and reclaimed land will contribute to: (a) introduction of zonal specialization of the use of reclaimed land; (b) implementation of a complex of agro-ameliorative works by users of land reclamation systems; (c) improvement of melioration agriculture and grassland management; (d) implementation of adaptive landscape farming systems; (e) implementation of control over the use of reclaimed land in accordance with land reclamation projects, which must contain specific recommendations for the protection of soil and land depending on the type of reclamation system used and taking into account the soil cover of the land reclamation object; and (f) implementation of control over the activities of the enterprise in accordance with the requirements of legislative acts the use of reclaimed land, including lands with peat bogs.
