Resolution No. 130 of the Council of Ministers amending resolutions of the Council of Ministers amending Resolution No. 1677 of the Council of Ministers validating the Regulation on the procedure for issuing integrated environmental permits.

This Resolution validates the Regulation on the procedure for issuing integrated environmental permits. The issuance of permits, their duplicates, amendments to them and termination of their validity are carried out by regional, Minsk city committees of natural resources and environmental protection at the location of the facility that has a complex impact on the environment. To obtain a permit, the applicant or his representative shall submit the following documents to the relevant issuing authority: (a) an application for an integrated environmental permit on paper and electronic media, completed in the form and according to the procedure established by the Ministry of Natural Resources and Environmental Protection; (b) draft standards for permissible emissions of pollutants into the atmosphere (on paper and electronic media); (c) an emission inventory report (on paper and electronic media); (d) an inventory report of waste generation (for business entities that, in accordance with waste management legislation, are obliged to conduct an inventory of industrial waste); (e) calculation of the annual amount of industrial waste generated; (f) a copy (copies) of the conclusion (conclusions) on the degree of hazard of industrial waste and the hazard class of hazardous industrial waste (in cases stipulated by waste management legislation); (g) calculation of standards for permissible discharges of chemicals and other substances in wastewater (in the case of wastewater discharge into surface waterbodies); (h) approved individual technological standards for water use (if their development is necessary); (i) section Environmental Protection, including a copy of the environmental certificate of the project, approved in accordance with the procedure established by the legislation on architectural, urban planning and construction activities, design documentation for the facility accepted for operation; and (j) a document confirming payment of the state fee for issuing a permit.
