Resolution No. 21 of the Council of Ministers “On the analysis of forest plant seeds”.

Regulation on the procedure for analyzing forest plant seeds with the issuance of a certificate of quality of forest plant seeds establishes the procedure for analyzing forest plant seeds with the issuance of a certificate of quality of forest plant seeds. All seeds, the production of which is carried out for use and (or) sale for the purpose of propagation of forest plants, are subject to analysis. In order to analyze forest plant seeds and obtain a certificate, a legal entity or individual entrepreneur shall submit to the authorized body no later than December 15 of the current year the following documentation: (a) an application and a document confirming payment; and (b) an act of selection of average samples of forest plant seeds, a copy of the certificate of the batch of forest plant seeds (if the analysis is carried out for the first time) and a label for the batch of forest plant seeds (if the authorized body does not have the corresponding forest plant seeds). The analysis is carried out in laboratory conditions by determining the sowing qualities of forest plant seeds. When analyzing and determining the sowing qualities of forest plant seeds in laboratory conditions, the following are established: (a) moisture content of forest plant seeds; (b) purity of forest plant seeds; (c) weight of 1000 seeds of forest plants; (d) germination capacity and germination energy of forest plant seeds; (e) viability of forest plant seeds; (f) quality of forest plant seeds; (g) phytopathological contamination of forest plant seeds; and (h) entomological contamination of forest plant seeds.
