Abstract
These Regulations lay down rules for the granting, modification, renewal, suspension and cancellation of licences to persons who undertake the generation, transmission, distribution or supply of electricity; license categories and licensee responsibilities; consent regime; public private partnerships; and offences and penalties.
The consent required for generation facilities and transmission lines shall be granted by the Commission. However, the Commission may (i) apply reasonable restrictions on the siting and operation of electric generators as they affect air emissions, water quality, noise, flora and fauna, archaeological patrimony and conflicting land uses; and (ii) regulate the use of electric generators in order to promote health, safety, welfare and sustainable development goals.
