Abstract
This Act establishes a comprehensive framework for regional land-use planning and environmental stewardship in Alberta. It sets out purposes including sustainable development, coordination of decisions affecting land and natural resources, and respect for property rights. The Act introduces regional plans as legislative instruments binding on government bodies and decision-makers, with provisions for public consultation, compliance declarations, and conflict resolution. It also creates tools such as conservation easements, conservation directives, and transfer of development credit schemes to protect environmental, scenic, and agricultural values. Mechanisms for compensation, enforcement, and judicial review are detailed, alongside administrative structures like the Land Use Secretariat and regional advisory councils. The Act emphasizes integrated planning, monitoring, and adaptive management to achieve long-term sustainability goals.
