Abstract
The purposes of this Act are to: a) provide an efficient Alberta electric industry structure including independent, separate corporations to carry out the responsibilities of the Independent System Operator and the Balancing Pool, and to set out the powers and duties of those corporations; b) provide for a competitive power pool so that an efficient market for electricity based on fair and open competition can develop; c) provide for rules so that an efficient market for electricity based on fair and open competition can develop; d) continue a flexible framework so that decisions of the electric industry about the need for and investment in generation of electricity are guided by competitive market forces; e) enable customers to choose from a range of services in the Alberta electric industry; f) continue the sharing, among all customers of electricity in Alberta, of the benefits and costs associated with the Balancing Pool; g) continue the framework established for power purchase arrangements; h) provide for a framework so that the Alberta electric industry can, where necessary, be effectively regulated in a manner that minimizes the cost of regulation and provides incentives for efficiency.
