Transmission Regulation (Alta. Reg. 86/2007).

The present Regulation is made under the Electric Utilities Act. In particular, the Regulation provides for an off-tariff approach to steering new generating facilities to high-demand areas. The incentives took the form of “system contribution payments” and “loss charges. ”System contribution payments” are one-time charges to new generators that vary depending upon the plant location in relation to the transmission system. The payments ultimately are refundable. Loss charges are based on a generator’s average impact on transmission losses, and are adjusted annually.
