Abstract
The Ordinance implements federal legislation on animal disease control and animal welfare, assigning responsibilities to the Executive Board, the Land‑ and Forest‑Agriculture Department, the Veterinary Office, and district authorities, and enabling inter‑cantonal cooperation; it regulates animal events, the handling and disposal of animal by‑products, and defines when disposal costs are borne by the Animal Disease Fund (Tierseuchenkasse). It establishes the structure, financing, and expenditures of the Animal Disease Fund, including compensation for animal losses, coverage of disease‑control measures, laboratory testing, disinfection, and disposal costs. The ordinance also sets reporting duties, access rights for enforcement, limits on suspensive effect of appeals in disease‑related cases.
