Abstract
The revised Energy Act aims to ensure a sustainable and efficient energy supply, with a focus on transitioning to renewable sources, particularly local ones. It sets non-binding targets for overall energy and electricity consumption for 2020 and 2035 and outlines principles for electricity feed-in, self-consumption, and feed-in tariffs, with specific support for PV, hydroelectricity, and biomass. The cantons are responsible for designating areas suitable for the use of water and wind power in their master plans, including both already-utilized sites and those that should be preserved. The federal government supports the cantons by providing methodological guidelines and ensuring coordination, while renewable energy use and its expansion are recognized as national interests.
The Act further elaborates on investment opportunities and allocation of fund for development of the photovoltaic, hydropower, biomass, wind energy, and geothermal plants. The text further provides for market premium for electricity from large hydropower plants and using the grid surcharge for financing the new projects. The Act grants the authority to engage in international agreements. Additionally, it outlines regulations concerning monitoring, data flows, data protection, and disclosure obligations. Finally, it details enforcement mechanisms, defines roles and responsibilities, and establishes penalty provisions. The Act consists of 77 Articles divided into 14 Chapters.
