14th Five Year Plan of Forest Conservation and Developing of Huangshan Municipality.

This 14th Five Year Plan of Forest Conservation and Developing of Huangshan Municipality is a sectoral plan at the municipal level covering the period of 2021–2025. The objectives of the Plan include: continue to implement the new development concept of innovation, coordination, green, open and sharing, fully promote the stable quantity and improved quality of forest resources, effectively ensure ecological security, develop green economy, comprehensively improve the modernization level of forestry governance system and governance capacity, strive to lead the country in major ecological indicators, take the lead of the carbon peak and carbon neutralization action and significantly enhance ecological competitiveness.
To achieve the objectives, the main tasks are proposed in the Plan, including: 1、 Deepen the reform of the forest chief scheme and innovate the forestry development mechanism; 2、 Scientifically strengthen forest management and improve ecological service function; 3、 Strengthen the construction of prevention and control system to ensure the healthy development of forests; 4、 Strictly observe the forest ecological red line and strengthen the protection of forest resources; 5、 Develop green industries to enrich the people and build a forestry industrial system.
The actions proposed in the Plan include: Formulate cutting quotas, annual production plans and carry out forest management activities according to the forest management plan; Strengthen the construction of forest resources monitoring system in state-owned forest farms; Vigorously carry out afforestation, restoration and protection of degraded forests and protection and management of forest resources; Enhance the capacity of forest carbon sequestration; Prevent and control major forestry pests and forest fires; strengthen the protection and restoration of wetlands; Strengthen the management of wildlife protection and comprehensively prohibit and punish illegal wildlife trade; etc.
